Flashback: Can you bribe an Indian MP? 29 July 08

Despite opposition from all directions, India's struggling government managed to win a vote of confidence last week, enabling them to finalise a nuclear agreement with the United States. But was the vote won fairly? Our Observers take a look at a video that shows MPs who say they've been bribed.

Last Tuesday, India's lower house arrived in Parliament to vote on whether the current government should continue to hold power. The Indian National Congress-led coalition had been forced to hold a vote of confidence after the 59-member left alliance refused to support the government's plans on a nuclear power-deal with the United States and resigned.

The government looked doomed, with both the country's Hindu nationalist Bharatiya Janata Party (BJP) and lower-class Dalit champion Mayawati Kumari pushing for the government to be dissolved. But on the day, MPs were wheeled in from hospital on trolley beds and convicted murderers let out of their cells to make the vote. The government won by a majority of 19, with 275 voting for and 256 against.

This video was taken at the time of the vote. A group of opposition politicians from the BJP hold up bundles of 10m rupee notes, saying that they were given to them by the government as a bribe to abstain from the vote. The issue is now being investigated by the parliamentary authorities.

What s this thing in Mumbai about? I think it s two things. The first thing is obvious. Someone wants Pakistan and India at each others throats for the purpose of subduing Pakistan and India after that. Someone wants to energize the right wing in India and turn the mind of the Indian people to thoughts of a greater police presence in the hope of a more uniform security. It s more complex than this and, of course, the money and power thing is always there. The other thing is &
 
 
Now if & by some wild fluke, I am wrong about Israel having something to do with Mumbai well & gee & everybody makes mistakes but & once again & once again & there they are in one more confused circumstance with suspicious comings and goings of suspicious people; indications that actual terrorists  were staying there, large food orders, missing residents and police testimony that they were fighting white guys and assorted things that you can read about at that place I sent you in the beginning of whatever the hell this is.
 
 
 
Expect more. All the things we've talked about these last few years are in the process now. The timing with the new American president and the possible  sayonara, bloody handkerchief, waving from the dictator in chief on his way out the door are all triggers for what s been on the drawing board for a long time.

In mid-September this year, the CIA station chief in Delhi sought an urgent meeting with his counterpart in R&AW to pass on some critical inputs. This was part of an understanding that Indian and American intelligence had institutionalised in the aftermath of 9/11. From its assets in Pakistan and Afghanistan, American intelligence had come to learn that the Lashkar-e-Toiba was planning to launch a major terrorist attack in Mumbai, which would be carried out from the sea.
 
This input was in conjunction with other inputs that Indian intelligence had received from various other sources. For instance, Riyasuddin, the son of Maulana Nasiruddin, who was under arrest for his alleged involvement in the assassination of the then Gujarat home minister Naren Pandya, had stated in his statements to the police that a sea-borne attack was being planned by certain terrorist groups abroad for an attack on Mumbai.
 
Similarly other vague inputs had also come in from Uttar Pradesh as well as other sources. But by September 24, Indian intelligence picked up several specific inputs. These were: An LeT module was being trained in a camp around Karachi for launching attacks from the sea for at least three months
Yusuf Muzammil, the chief of operations of the LeT was in contact with an LeT operative stationed in Bangladesh (identified as "Yayah") who was being asked to procure international SIM cards for an operation that had been planned
 
Information was also available that the team had been trained by Zakir-ur-Rehman Lakhvi, also known as "Chacha" an ageing ideologue who conducted most of the LeT's training modules.
By the middle of November, as Indian intelligence continued to check out further inputs, the pieces of an intricate jigsaw puzzle began to fall into place. Sources say they learnt that the attack would come from the sea and that the Taj Hotel would be a major target. However, it was not known whether this attack would be carried out by planting bombs in the hotel or by terrorists carrying small arms. Indian intelligence assessments were tilting towards bombs being planted and security at the hotel was beefed up accordingly to prevent terrorists from planting bombs inside the premises.
 
On November 18, R&AW passed on a specific advisory to the Coast Guard, which serves as the Lead in intelligence Agency for the coastal area. The advisory asked the coast guard to intensify patrolling and look out for a suspicious vessel, probably of Pakistani origin, which had sailed off from Karachi. While the coast guard began to patrol the area with renewed intensity, the terrorists had an entirely different plan.

Pakistani involvement in Mumbai attacks unlikely: experts

By Khalid Hasan WASHINGTON: A panel of experts interviewed by CNN appeared to all but rule out the possibility of Pakistani involvement in the Mumbai attacks. One of the experts, John McLaughlin, a former number two at CIA, said that his experience with Indian intelligence services was that they were very good individually but they do not talk to each other as much as they should. It is possible that they had information about the likelihood of a terrorist attack but that information did not get fully circulated within the Indian system. That, he added, would be what his experience would suggest. Frances Townsend, who served as a senior official for National Security in the Bush White House, said Indian authorities were in receipt of many threats and this could well have been one of them. Peter Bergen, CNN expert on terrorism, said if the Mumbai attacks were found to have linkages with rogue elements in the Pakistani military intelligence agency, that would change the game. He recalled that India had accused Pakistani agencies of being behind the attack on the Indian embassy in Kabul and if similar involvement of such elements was discovered, that would be very provocative as far as India is concerned. McLaughlin, in answer to a question about Pakistan pulling back troops from its border with Afghanistan to deploy them on its eastern border with India, said we should be most concerned. If I were looking for an Al Qaeda hand in this, this may be giving them too much credit for strategic thinking. I would see that Al Qaeda would encourage Lashkar-i-Toiba or some other group to do this precisely to achieve that outcome because al Qaeda has the sanctuary up there along that border. As far as were concerned, they are all the same. Warned!: The management of the Taj Hotel in Mumbai was warned it was a possible target, but increased security measures were eased shortly before the devastating militant attack, its owner said Sunday. Ratan Tata said the extra protection, which kept cars away from the hotels front entrance, would not have prevented the assault. If I look at what we had ... it could not have stopped what took place, Tata told CNN. Its ironic that we did have such a warning, and we did have some measures, said Tata, chairman of the Tata Group which owns the Taj hotel chain. Tata said the attackers entered through the back of the hotel. They knew what they were doing, and they did not go through the front. All of our arrangements are in the front, he said. The first thing they did, they shot a sniffer dog and his handler, he added. There seems to have been a lot of pre-planning. Tata said emergency services had been badly hampered during the crisis, with firefighters taking three hours to arrive when fires broke out. Iran would 'hit US warships' at war

Iran says heavy enemy warships in the Persian Gulf would become prime targets for its forces in the event of an attack on the country. Top Iranian Army commander Major General Ataollah Salehi said Sunday that the recent war rhetoric against the country has prompted Iran's military brass to task analysts with developing quick-reaction contingency plans. The general said the "heavy weight" of enemy warships provides the Iranian side with an ideal opportunity for launching successful counter-attacks. This is while earlier in June, The New York Sun reported that America's intelligence analysts were poring over scenarios for an Iranian attack on the US 5th Fleet, located in Bahrain. The scenarios included offensives by Iranian warships equipped with Russian-designed Shkval torpedoes. Among the US warships currently present in the Persian Gulf are the multi-purpose amphibious assault ship USS Iwo Jima and USS Mount Whitney as well as the Destroyer Squadron 50/CTF 55 and the Theodore Roosevelt Carrier Strike Group. Maj. Gen. Salehi also stated that the Iranian Navy is on a constant watch in the Persian Gulf as the Iranian Commander-in-Chief, Ayatollah Seyyed Ali Khamenei, has warned that the enemy is on the lookout for "a moment of neglect". Salehi's remarks come shortly after chief Iranian navy commander Rear Admiral Habibollah Sayyari said Saturday that Iran is "perfectly capable" of blocking the Strait of Hormuz to protect its sovereignty should the country come under attack. "We are perfectly capable of blockading the Strait of Hormuz in the Persian Gulf and whoever doubts our capabilities can take a step and see the consequences," Sayyari warned. Iran, in further preparation has also upgraded the Asalouyeh Naval Base in the Persian Gulf and inaugurated a new naval base in the port of Jask located in the Sea of Oman in order to tighten its grip on the strategic region.

Mossad role in Turkey coup plot revealed

Israel's national intelligence agency Mossad has been behind a failed coup in Turkey, the Turkish daily newspaper, Milliyet reports. A secret investigation into detained Ergenekon group members and other studies outside Turkey indicate that Mossad orchestrated the coup plot against the Turkish government, the report says. The Ergenekon group is a Turkish neo-nationalist organization with alleged links to the military, members of which have been arrested on charges of plotting to foment unrest in the country. Investigators uncovered evidence that show a Jewish rabbi named Tuncay Guney, who worked for Mossad and fled to Canada in 2004, was a key figure behind attempts to overthrow the Turkish government. A document uncovered this week by the Sabah daily shows how Guney purposefully infiltrated Ergenekon and another organization known as JITEM, an illegal intelligence unit in the gendarmerie suspected of hundreds of murders and kidnappings . The rabbi was taken out of Turkey and sent to the US for protection after his identity was exposed in an investigation by Turkish police, according to Sabah. Guney is also reported to have links with Israeli espionage activities in Egypt. According to Egyptian security forces, at least one of three suspects currently being pursued by the Egyptian government for spying was in contact with Tuncay Guney. Meanwhile, a separate report by Turkish daily Yeni Safak has claimed that Turkish security forces have discovered some bags in Guney's Istanbul house that include the Israeli flag and Mossad's slogan. According to an earlier report by Aksamanother Turkish daily, Mossad has been involved in several ambiguous events in Turkey. The report claimed that Turkish security forces have discovered documents that disclose information concerning suspicious investment and economic activities by certain Jewish businessmen in Turkey. The Jewish businessmen are alleged to have had significant relations with individuals, political groups and cultural organizations, which investigations show are affiliated to the Ergenekon group. Turkish security forces have detained many members of the Ergenekon group, including retired army generals, politicians, popular lawyers and famous journalists. The individuals currently face trail on charges of plotting to overthrow Turkish Prime Minister, Recep Tayyip Erdogan.

Turkish Press, No war but Tensions between India, Pakistan may pull US in

NEW DELHI - The Mumbai attacks are unlikely to lead to a flashpoint between India and Pakistan, say analysts, adding it will be anxious times for neighbors. But the US may get trapped in the dispute and Pakistan’s threat to move troops to the border is regarded as being part of a wider message to Washington.
 
Tensions between India and Pakistan over the Mumbai attacks and threats to move troops to the border between the nuclear rivals are unlikely to lead to a flashpoint, analysts said yesterday. But the United States could get ensnared in the row and it may prove to be a setback in the war on Islamic radicals on the Pakistan-Afghanistan border, they said.
 
"Relationships between the two countries will deteriorate," said Kuldip Nayar, a veteran commentator on India-Pakistan ties. "It may not come to a level where people think there will be a flashpoint or any kind of hostilities. But these are going to be anxious times for both countries."
 
Indian officials have said the Islamist militants who rampaged in Mumbai for three days and killed nearly 200 people were from an anti-India group based in Pakistan.
 
Troops threat
Pakistan President Asif Ali Zardari, whose wife Benazir Bhutto was assassinated by Islamist militants last year, vowed to crack down if given proof.
 
But security officials in Islamabad said Pakistan would move troops from its western border with Afghanistan, where forces are battling al-Qaeda and Taliban fighters as part of the U.S.-led campaign against militancy, to the Indian border if tension escalated.
 
"It's part of the usual blackmail of the United States that Pakistan does to take more interest in India-Pakistan issues," said B. Raman, a former head of Indian intelligence agency RAW.
 
"They think this kind of argument will make the United States sit up and take notice of their sensitivities and do something about it," he added, referring to warming ties between Washington and New Delhi, including a nuclear deal.
 
A former Pakistani army general, Kamal Matinuddin, also saw a wider message behind the warning. "It may be an indirect message to the Americans to put pressure on India to de-escalate the situation," he said in Islamabad. "Anger is natural by Indians after such a big assault." "They have lost so many lives," he added. "But both countries have nuclear weapons. Their leaders have to show statesmanship and wisdom."
 
Riots, partition and wars
Hindu-majority India and Islamic Pakistan were carved out of British-ruled India in 1947. Up to half a million people were killed in riots at partition and the two nations have fought three wars since then.
 
They were on the brink of a fourth in 2002, just a few years after both developed nuclear weapons capability, but stepped back from the brink after U.S. pressure and began a peace process, known as the composite dialogue.
 
Analysts in both countries said the long enmity has one positive aspect - the two rivals know exactly how far to push each other without crossing the line.
 
"We may see the composite dialogue process being canceled and steps like that but I don't think there will be hostilities," said Nayar.
 
C. Raja Mohan, a Singapore-based security analyst, said the mounting row also exposed a rift inside Pakistan. "There are clear differences within Pakistan toward India policy," he said.
 
"The struggle that is going on within Pakistan is by civilian leaders to establish supremacy over the military establishment. It's clear the struggle is not over and it's not clear Zardari has the strength to win in that struggle. This is not merely about managing a crisis between India and Pakistan," Mohan added.

Arrested terrorist Azam Amir Kasav, alias Ajmal Kasab has stopped eating for the last two days. Kasab, currently in crime branch custody, has
been lodged in the lockup at the commisserate's office since he was caught near Girgaum Chowpatty on Wednesday night. Since Kasab's arrest, the police have been trying hard to get more information from him about his group, but he seems to be a tough nut to crack.


Kasab has stopped eating to avoid police torture since he was discharged from the Nair hospital on Thursday afternoon.
"Neither is he eating anything nor has he agreed to reveal anything about his links," an officer from the crime branch said.

Interrogators have tried feeding him a couple of times. The officers have also revealed that Kasab has been repeatedly requesting them to kill him.

Kasab was arrested by D B Marg Police, his companion Abu Ismail was killed. Kasab was injured. Both were taken to Nair hospital at Mumbai Central.

According to an on duty policeman at Nair hospital, Kasab was treated and Abu's body is lying in the mortuary.

"Azam was saying he was cheated. Abu was his boss and the mastermind. Abu had ordered him to kill people," the policeman said.

In earlier interrogations Kasab revealed that his team undertook the assignment in the belief that they would come out alive and it wasn't a suicide mission. The police found a chart of their proposed return route by sea.

Kasab, the sole surviving terrorist is a 21-year-old allegedly from Faridkot in PoK, (Pakistan occupied Kashmir). He reportedly told the police that they wanted to do replicate the attack on Islamabad's JW Marriott hotel, and reduce the Taj Mahal hotel to rubble. They also wanted to replicate the 9/11 attacks in India.

Kasab allegedly made another important disclosure, that all terrorists were trained in marine warfare in Pakistan. The training camp was conducted by the Lashkar-e-Taiba
